Do Upwork clients actually hire? Hire rates by client country and budget

How many Upwork jobs come from clients who never hired anyone, and how that changes with the client's country and the job's budget. From 988,656 jobs in the last 12 months.

Data: 988,656 Upwork jobs, last 12 months

Short answer: clients who have hired on Upwork before hire on about 5 in 10 of their jobs. But 36% of all jobs come from clients who have never hired anyone, and 36% come from clients with no verified payment method, of whom 65% never hired anyone. The odds move a lot with the client's country and the job's budget: in the United States 30% of jobs come from clients who never hired, in India 60%.

These are counts from 988,656 jobs posted in the last 12 months. We measure the client's history when we saw the job, not whether that particular job ended in a hire, which we can't see.

Sorted by the share of jobs from clients who never hired. The country is where the client is, not where the freelancer is.

In the United States, the United Kingdom and the Netherlands, 30% of jobs come from clients who never hired. In the United Arab Emirates it is 39%, in Pakistan 49% and in India 60%, where 56% of jobs also come from clients with no verified payment, and 87% of those never hired anyone.

A country is not a verdict on any one client; plenty of clients everywhere hire reliably. It shifts the odds, and for deciding where to spend Connects, odds are what you need. We can't say from this data why the countries differ.

Last 12 months, any client country. Hourly bands are the advertised hourly rate; Fixed $1k+ is a fixed-price budget of at least $1,000.

Bigger budgets are not safer. Fixed-price jobs of $1,000 or more come from clients who never hired anyone 44% of the time, against 30% for jobs under $15 an hour, and 40% of them have no verified payment, against 30%. They do have fewer invites already out (16% against 22%). Our guess is that first-time clients post bigger one-off projects, but the data doesn't show why.

What to check on a job before you bid

  1. Is payment verified? If not, the odds that this client has ever hired are low: 65% never did. More on this in how to spot risky Upwork jobs.
  2. Has the client hired or spent before? A client with a history hires on about 5 in 10 of their jobs. One with none is a gamble with your Connects.
  3. Does the budget match the client's past? Across all skills clients advertise $18/hr and paid $14/hr before.
  4. Is the job new? 21% of jobs already have invites out minutes after posting. A free alert with “payment verified only” and a minimum client spend does the first two checks for you.

Questions people ask

What percentage of Upwork jobs end in a hire?
We can't see whether a given job ended in a hire. What we can see is each client's history when we saw the job: Upwork clients who've hired before hire on 5 in 10 of their jobs. The rest end with no hire. 36% of jobs come from clients who had never hired anyone.
Are Upwork clients with unverified payment safe to work for?
36% of Upwork jobs come from clients with no verified payment method. 65% of those clients had never hired anyone. That is not proof of a scam, but the odds of a hire are poor, so most freelancers are better off sending Connects to verified clients first.
Which clients hire the most on Upwork?
Of the countries we compared, United States, United Kingdom and Netherlands have the lowest share of jobs from clients who never hired anyone (30%). India has the highest (60%).
Does a bigger budget mean a more serious client?
Not in our data. 44% of Fixed $1k+ jobs come from clients who never hired anyone, against 30% of jobs under $15 an hour.
